Egypt: Minister of Communications examines Singapore envoy’s cooperation in IT


Communications and Information Technology Minister Amr Talaat on Monday discussed with Singapore Ambassador to Egypt Dominic Goh ways to develop bilateral relations between the two countries in the areas of communications and information technology.

Minister Talaat reviewed with Envoy from Singapore Egypt’s digital strategy and efforts to achieve digital transformation and train Egyptian youth through training programs on the use of technology and information technology.

The Singaporean diplomat expressed his country’s readiness to cooperate with Egypt to strengthen the capacities of young Egyptians by offering training programs in the light of the distinguished relations between the two parties.

Ambassador Goh invited Minister Talaat to visit Singapore at the invitation of the Singaporean Minister of Communications and Information and Minister in charge of Smart Nation and Cybersecurity in Singapore, Joséphine Teo.

Talaat and Teo recently witnessed, via videoconference, the signing of a cooperation agreement between the Ministry of Communications and Information Technology and AI Singapore (AISG), the Egyptian ministry said on its website.

The agreement aims to establish partnerships to raise awareness of AI and transfer knowledge through a practical training of trainers (ToT) program in vocational training, for specialists in this fieldRang (+ / -).

The agreement was signed by the advisor to the Minister of IA Golestan Radwan and the Director of IA Innovation of ISGF Laurence Liew, in the presence of the Ambassador of Singapore to Egypt Dominic Goh and the Ambassador of ‘Egypt in Singapore Mahmoud El Maghraby, by videoconference.

Under the agreement ISGF will transfer its knowledge and benefit from its programs, including

AI for all (AI4E) and AI Apprenticeship Program (AIAP). The Information Technology Institute (ITI) will work to make AI4E available in Arabic, on a digital platform, to help raise awareness and promote AI proficiency. The ITI will also offer specialized programs to build the necessary capacities to support the use of AI in different sectors, in light of Egypt’s national AI strategy.

The agreement also provides for the preparation of a twinning between ISGF and the Center of Excellence (CoE) in AI, which MCIT plans to set up soon. The two parties will cooperate in capacity building, knowledge transfer, exchange of experiences and good practices by carrying out a ToT program remotely.

Talaat pointed out that Egypt wishes to use AI to achieve economic growth and development by working towards building a strong and sustainable AI industry in Egypt, focusing on its elements at the people level, technology, infrastructure, legal and regulatory frameworks, and an environment conducive to the growth of this industry.

He said capacity building is the cornerstone of realizing such a vision, through a holistic approach that includes raising public awareness, creating AI specialists and endowing them with the necessary expertise and skills. .

Talaat also pointed out that the agreement rests on two important pillars, namely the realization of the public awareness program AI4E to raise awareness of AI, and AIAP to make the link between theory and practice to create specialists and professionals. qualify for the AI ​​job market.

In addition, Talaat underlined the importance of current partnerships to accelerate the implementation of Egypt’s national AI strategy, which is part of a larger vision and is a key element in building an Egypt. digital. He added that the agreement marks the start of a productive partnership between the two countries to work together in the field of AI.

Talaat invited his Singaporean counterpart to visit Egypt and explore his ICT experience more closely.

For his part, Teo said the pandemic reflects the importance of using digital technologies, especially AI, to overcome crises. Singapore launched its national AI strategy in 2019, Teo added, examining areas of use of AI in Singapore in diagnosing COVID-19 and managing scarce resources to help hospitals in the event of increased injuries. This is in addition to the use of AI in business to increase efficiency, planning and problem solving.

In addition, Teo praised the technological development that Egypt is currently witnessing. She praised the cooperation between MCIT and AISG in AI skills development, education and literacy, adding that Singapore has launched basic AI skills training programs.

Teo said she looked forward to building on the agreement to strengthen future cooperation between the two countries.

El Maghraby said that establishing a partnership between MCIT and ISGF helps to deepen the distinguished ties between Egypt and Singapore and adds to the competitive advantages of the two countries. He pointed out that the next steps of the cooperation will provide opportunities for government-private sector partnerships to get the most out of AI.

For his part, Goh said relying on technology is an essential part of building a smart country. He praised the development of the Egyptian ICT sector and said that the objective of the partnership is to create a new platform for cooperation and exchange of experiences, in conjunction with the 55th anniversary of Egypt-Singapore relations. Goh added that he looked forward to the partnership helping to further cooperation between the two countries.

Radwan said the agreement is an important step in the implementation of Egypt’s national AI strategy, which is based on four pillars, including the completion of AI projects in government and development sectors, as well as capacity building. She said Egypt will translate AI4E into Arabic and then share it with Arab countries.

She pointed out that AIAP is quite unique as it focuses on including graduates of AI programs in real projects implemented by MCIT, working with the private sector, in a way that helps graduates to gain experience and qualify for the job market. In addition, Singapore will share its expertise with Egypt to establish the AI ​​CoE, based on a science-based approach to implementing high-speed and efficient AI projects, thereby accelerating the use of AI in various industries. .
